BIOGRAPHY
With over 40 years of professional experience, including 24 years as the Legal Advisor of the Prime Minister’s Office, Adv. Shlomit Barnea Farago leads Pearl Cohen’s Public Law, Government Relations, and Regulation Department. Her extensive knowledge, vast network, and deep familiarity with governmental processes provide the firm’s clients with a significant advantage in all aspects of public law, governmental conduct, regulation, and government relations.
During her tenure as the Legal Advisor to the Prime Minister’s Office, Shlomit was at the heart of governmental and national activities. She managed a team of dozens of lawyers, providing critical legal counsel to prime ministers, various ministers, and other government ministries.
Her responsibilities included formulating legal positions on complex constitutional and administrative law issues, drafting proposals for government and ministerial committee decisions, preparing legislation, handling petitions and lawsuits, overseeing national projects, advising public committees, assisting with responses to State Comptroller reports, and providing legal guidance to prime ministers during pivotal national events—spanning security, diplomatic, economic, and social matters.
Shlomit brings to the firm an in-depth understanding of key figures within government ministries and their operational methods. Her exceptional expertise in governmental conduct, decision-making mechanisms, policy formulation and implementation, and managing interfaces with the Knesset, the Ministry of Justice, and regulatory bodies is invaluable. She advises clients on navigating governmental and regulatory initiatives, developing strategies for advancing their objectives, managing crises, and preparing for evolving public and legal landscapes.
Beyond her governmental roles, Shlomit has gained significant experience in corporate governance. She served for 12 years as a member of the board of directors of the Israel Electric Corporation and 10 years as a member of the plenum of the Israel Securities Authority. Shlomit also lectures at Reichman University and shares her expertise by lecturing on the board of directors’ work at various public forums.
